London: Palgrave Macmillan</p> <h2>Conceptual Foundations and Scholarly Context of Discursive Language Policy Analysis</h2> <p>Discursive methods in language policy (LP) analysis have become increasingly popular in recent years due to the critical social shift in language policy and planning (LPP) and the evolving character of LP as a multi-layered social activity that incorporates human agency and socially propagated language ideologies. However, there is sometimes divergence in how these approaches are conceptualized among scholars. The eleven chapters in <em>Discursive Approaches to Language Policy</em> are organized around a shared framework referred to by the editors as Discursive Approaches to Language Policy (DALP). The book is structured into three main sections: theoretical foundations, methodological developments, and empirical applications.</p> <h2>Critical Examination of Theoretical and Analytical Frameworks in DALP</h2> <p>Aligning with Fairclough's (2003) concept of critical discourse analysis (CDA), Barakos and Unger define discourse in DALP as "basically a text in its social environment, or language considered as a type of social activity" (p. 3). Their understanding of criticality involves challenging prevailing ideologies and questioning taken-for-granted discursive practices. Across the chapters, the common aim is to treat LP as a fluid, ideological, and socially embedded process by integrating discourse studies with language policy analysis. The editors propose CDA as a means of accounting for both structural constraints and human agency.</p> <p>Part 1 begins with David C. Johnson, who traces the critical turn in LPP, identifying it as a third wave and suggesting that the field is now entering a "fourth wave." This new phase emphasizes ethical considerations, researcher positionality, and accountability. Barakos expands this perspective by advocating for an interdisciplinary, problem-oriented framework, arguing that discourse analytic methods enhance understanding of LPP processes.</p> <p>Savski contributes by emphasizing the importance of considering diverse policy actors, including politicians, educators, journalists, and linguists. His framework incorporates temporality and geography, enabling analysis of policy development over time and across contexts. Mortimer, in turn, conceptualizes LP as metapragmatic discourse, highlighting how social identification shapes the interpretation and application of policy. This perspective directs attention to the meaning-making processes embedded in language policy.</p> <h2>Evaluation of Methodological Approaches and Interdisciplinary Integration</h2> <p>The second section introduces two chapters that propose integrated approaches to LP analysis. Both advocate for interdisciplinary methods to capture the complexity of LP in contemporary contexts. Lawton suggests using the discourse-historical method to analyze ideological struggles, framing LP as a dynamic social process rather than a static entity. Huang combines CDA with Bakhtinian heteroglossia, arguing that this synthesis effectively captures the interaction between language ideologies, discourses, and linguistic practices.</p> <p>These methodological contributions highlight the book’s strength in promoting flexible and integrative analytical tools. However, the diversity of approaches also creates some inconsistency, as different authors conceptualize and apply discourse analysis in varying ways.</p> <h2>Empirical Applications and Case-Based Insights into Language Policy Practices</h2> <p>Part 3 presents five empirical studies demonstrating the application of DALP. Shohamy introduces the concept of the interface between language policy and practice, setting the stage for Kremer and Horner’s analysis of citizenship and language in Luxembourg. While their study effectively reveals power dynamics in policy justification and contestation, it lacks detailed methodological explanation regarding the operationalization of discourse analysis.</p> <p>Similarly, Weber examines language-in-education policy, focusing on ideological conflicts related to authenticity and anonymity. Although the analysis is comprehensive, the methodological approach may leave readers uncertain about its rigor. Chapter 9, focusing on English-medium instruction in European higher education, explores linguistic ideologies within internationalization processes. Van Splunder emphasizes the discursive nature of LP and advocates for combining multiple critical approaches.</p> <p>Flubacher applies a Foucauldian perspective to analyze immigrant language policy in Basel, highlighting shifts and ruptures in discourse. Finally, Bolander examines English-language policy in Tajikistan through interviews and focus groups with "nonauthorized policy makers." Her combination of discourse analysis and ethnographic methods provides insight into how individuals construct policy narratives.</p> <h2>Integrated Critical Assessment of Scholarly Contributions and Limitations</h2> <p>Overall, the book serves as a valuable resource for advanced learners and scholars in LPP, particularly those interested in the intersection of sociolinguistics, discourse analysis, and language policy. Its interdisciplinary scope and emphasis on critical perspectives represent significant contributions to the field. However, some chapters lack clarity in defining methodological procedures, which may limit the reproducibility and transparency of their analyses.</p> <p>Additionally, the variation in how authors conceptualize and apply discourse analytic techniques requires readers to engage with each chapter individually rather than as part of a fully unified framework. Despite these limitations, the book successfully demonstrates the potential of discursive approaches to deepen understanding of language policy as a complex and socially embedded phenomenon.</p>
